Status
of bid process for the selection of developer

Government of Kerala is in the process of developing
a deepwater container transshipment port (terminal)
at Vizhinjam, near Thiruvananthapuram to cater to
the growing container transshipment demands of the
country and the region The project proposed through
public private partnership (PPP) and in line with
the policies of Government of India (GoI), is at an
advanced stage of development. The project costing
about 5350 crores would pave the way for substantial
socio-economic development not only to Kerala but
also to the neighbouring states and the nation as a
whole. It is pertinent to mention that the proposed
port being a non-major port comes under the control
of GoK as per the Indian Ports Act, 1908.
Implementation and operation of the proposed project
will be on Build-Operate-Transfer (BOT) model with a
concession period of 30 years (In the event of the
Licensor deciding to go for a bidding/selection
process for the operation of the Project after
expiry of the License period of 30 years for another
term, the `First Right of Refusal' shall be given to
the Licensee) from the date of commencement of
operations through a Special Purpose Company. GoK
will have 24% equity stake in the Special Purpose

The private partner was selected through a
transparent and competitive global bidding process,
in which five consortia including Indian and global
companies submitted bids. After techno-commercial
evaluation of the five bid proposals received, the
Consortium comprising the following firms emerged as
the highest evaluated bidder:
1. Lanco Kondapalli Power Pvt. Ltd., Hyderabad
2. Lanco Infratech Ltd., Hyderabad
3. Pembinaan Redzai Sdn. Bhd., Malayasia.
Government of Kerala has found the bid submitted by
the above Consortium acceptable and financially
attractive and has conditionally approved their bid,
subject to security clearance by the Government of
India. As required by Government of India, the
Ministry of Home Affairs, the Ministry of Defence,
the Ministry of External Affairs etc were addressed
for their respective clearances for the project that
is being implemented as a PPP. All the relevant
Ministries of GoI have communicated “no objection”
for the above consortium.
The partnership with the above Consortium in this
project is expected to bring in large investments as
well as implementation and operating experience at
competitive rates. For early implementing this
project of national importance, steps are being
taken to execute the license agreement with them as
early as possible.
